第四代台湾総督となった児玉源太郎が右腕とした、後藤新平によるアヘン中毒 者の撲滅事業です。

まず中毒にかかっている者だけに免許を与え、特許店舗でのみ吸引を認める。新たな吸引者は絶対に認めない。
アヘンは政府の専売とし、その収入を台湾における各種衛生事業施設の資金に 充当する。
アヘンを政府の専売とする、という破天荒なアイデアであったが、後藤の読み 通り、大きな混乱もなしにアヘン中毒患者は次第に漸減して、日本敗戦時には 皆無となっていた。

アヘン中毒は厳罰ではなくならない強い中毒だ、と現実を理解した上で、新た な中毒者を徹底して予防し、専売によって不法集団の関与を排除した訳です。
そして、約４０年という時間をかけて、大きな犠牲も出さずに台湾からアヘン を一掃しました。
先に挙げた「純潔委員会」などの例と較べてみれば、その違いは明らかです。
